Can we find a while to get brig keys that we missed?

Maybe a quest that you can only complete once a round? Any Ideas or opinions?

I suggested an exchange program before (example: Turn in 2 brig keys and obtain a brig key of your choice). I'd gladly give up my Secret Cove and Madagascar keys for a port I actually need it for.

sometimes you can get lucky to win a monthly prize for a brig key of your choice. if you have an instant win, it is a good time to use them to complete your set.

brig keys seem to be a very strong strategic advantage, especially early on. I get that it rewards continued play, but I was disappointed that one was not offered for my first round and would love a way to get even one.
